Tikamgarh and Lalitpur are part of the impoverished Bundelkhand region for which the job scheme was supposed to be a lifeline. The audit by monitors deputed from the Centre has revealed that a huge chunk of money meant for theunemployed poor and for creation of rural assets was being pocketed by sarpanchs, panchayat secretaries and their accomplices.

The monitors sent by minister of state for rural development Pradeep Jain found that in Tikamgarh, of the Rs 384 crore spent so far on the NREGA, Rs 120-150 crore was pilfered by panchayat functionaries.

The story in Lalitpur, one of the most backward districts of UP, is more serious because functionaries, besides being corrupt, have also been revealed to be indifferent towards NREGA. The district has been able to spend Rs 157 crore — far short of what is required in the unirrigated region ravaged by drought.

If this committee concludes that the thermonuclear test had completely failed then the government has played a major fraud on the people of this country,'' he said. Asked if the AEC itself can investigate, he replied: ``It has credibility, but no expertise.''

Another former AEC chief, P K Iyengar said, ``The government should undertake an active investigation immediately following the statements made by Santhanam in the article. I am feeling really ashamed.''

Regarding a revelation in Santhanam's article that the thermonuclear device had not yet been weaponised like the fission devices, he said: ``How will they do it if they are doubtful about the yield? This itself is a clear indication that the test was not a complete success.''

Both Iyengar and Prasad said the disclosures by Santhanam, that there was no disturbance to the shafts at ground zero, was also proof that the test was unsuccessful.

What

Former Barc director, A N Prasad, who has all along maintained that the thermonuclear test was anything but a success, said, ``The painful fallout of this episode is that the credibility of the nuclear scientific community and the respectable name of Barc is being damaged by a few at the top.''

In a direct attack on Kalam and Chidambaram, Prasad said: ``If all that Santhanam has written is true, then people occupying high places have misled the country. If all the data about the thermonuclear test has been held by one man (Chidambaram), then how can it be scientifically contested or debated? He has kept it under wraps.''

Stressing that there should be a probe by a committee constituted by the government, Prasad said that the team should comprise those having serious doubts about the yield of the test as well as experts who can include former nuclear scientists who have been raising their voices. ``It should not consist of only yes men. It should consist of those who are knowledgeable, who have the capacity to investigate such a serious matter,'' he said.

At a meeting on September 5, the AEC dismissed the first statements made by Santhanam, saying through different types of analysis it was established that the yield of the thermonuclear test was 45 KT. Now, even scientists in Barc, the nation's top nuclear weapon establishment, doubt the claim.

While saying he was surprised by Santhanam's article, M R Srinivasan, former AEC chairman, told TOI it was time for both Chidambaram and Kakodkar to clarify the situation. ``In such circumstances I think a peer review is certainly warranted,'' he said.

At the same time he said he still stood by the official position and would support Chidambaram and Kakodkar regarding the yield of the thermonuclear test. ``A lot of information has been published and is on record. So I have really no reason to disbelieve at this stage either Chidambaram or Kakodkar on this issue. However, because of the current controversy, I think the best recourse would be for both of them to clarify the position through a peer review,'' he added.

Critical

On Thursday, in a newspaper article he disclosed embarrassing details saying the test was a failure because the yield was only 25 kilotons, nearly half of what the scientists had then claimed. He said that a meeting of scientists discussed the failure soon after the test and decided to hide it. He also pointed out that the failure meant that India now did not possess a credible nuclear deterrent, indicating that warheads on India's long-range missile could have far less punch than expected.

R Chidambaram, former chairman of Atomic Energy Commission and the architect of the nuke tests; Anil Kakodkar, then director of Bhabha Atomic Research Centre, and APJ Abdul Kalam who led the team from Defence Research and Development Organisation, have insisted the device operated according to its design specifications and the yield was 45 kilotons.

"Rhetoric cannot be a substitute for good science," they said adding "unnecessary doubts have been created by ex-colleagues" in an obvious reference to Santhanam and former AEC chairman P K Ayengar who too raised doubts over the efficacy of the test.

"There should be no doubt over the yield of the tests. Once again, I would like to re-emphasise that the 1998 nuclear tests were fully successful. We achieved all objectives in toto," said Kakodkar.

Defending the thermonuclear test, Dr R Chidambaram said that it was a success and the doubts voiced over it were unjustified.

Santhanam had stuck to his assertions earlier this week and was dismissive of National Security Advisor M.K.Narayanan calling his statements incorrect and horrific.

Success

Describing the tests as "fully successful", atomic energy commission chairman Anil Kakodkar and principal scientific advisor to government R Chidambaram said the controversy triggered by K Santhanam, former DRDO scientist, was "unnecessary".

The two scientists held a joint press conference seeking to clear the air in the wake of Santhanam, who was the coordinator for the 1998 tests, claiming that the thermonuclear nuclear (hydrogen bomb) test was a failure.

Plan

However, in a letter to the state government, deputy municipal commissioner Kishore Kshirsagar said that the BMC's share of land at India United Mills (area of around 61,056 sq m) was not enough to accommodate two museums at a time. The state government may look at other alternatives. Architect for the plan, Tasneem Mehta of the Indian National Trust for Art and Cultural Heritage (Intach), had suggested that the museum be located in one of south Mumbai's landmark buildings (either the police headquarters or the Old Sachivalaya).

Heavy rain

Train services were affected on the Badlapur stretch of the Central Railways in Thane district after heavy rains washed away stone chips from the tracks.

"Due to heavy rains since yesterday, there have been strong water currents across the tracks beyond Badlapur railway station due to which the stone chips on the tracks were washed away at a few locations," Shriniwas Mudgerikar, chief public relations officer for central railway said.

"As a result, trains going beyond Badlapur towards Karjat had to be stopped since morning and work was on to restore services," he added.

"All outstation mail trains using the Karjat route have been diverted onto the Karjat-Panvel-Diva route while the work is carried out," Mudgerikar said adding suburban rail services were being operated only till Badlapur while restoration work was on.

Services on the Western line were largely unaffected.

Fishermen have been advised not to venture into the sea for the next 24 hours as the sea is rough to very rough with southwesterly to westerly waves, the Met office said.

The weather office has forecasted frequent spells of rain or thundershowers with heavy to very heavy rain in parts of the city and suburbs. Strong gusty winds are also likely.

Carbon credits

Carbon credits are a key component of global attempts to mitigate the growth in concentrations of greenhouse gases. One Carbon Credit is equal to one tonne of Carbon. Carbon trading is an application of an emissions trading approach. Greenhouse gases are capped and then markets are used to allocate the emissions among the group of regulated sources. The idea is to allow market mechanism to drive industrial and commercial processes in the direction of low emissions. Since greenhouse gases mitigation projects generate credits, this approach can be used to finance carbon reduction schemes between trading partners round the world.

Mumbai

Over the topmost plastic sheet is a two-feet layer of construction rubble topped by one foot of earth which supports foliage in the form of grass, shrubs and small trees with shallow roots.

"An intricate subterranean network of pipes collect the gases, 70% of which is is methane, from the rotting garbage and relays it through 40 wells to a chimney where it is flared,'' explained Sundar Balasubramanian, UPL's vice-president, Environment Business. One tonne of methane is equivalent to 21 tonnes of carbon dioxide in terms of global warming potential.

To prevent the leachate from seeping into the creek, a seven-metre deep concrete wall has been built into the edges of the dump. Whatever leachate is formed because of the existing moisture is channelised into a processing tank to neutralise its toxicity. "Earlier, the mangroves ringing the dump had turned brown because of the water pollution but now they have regenerated,'' said P S Awate, executive engineer of the civic corporation's solid waste department, pointing to the dark green foliage on the fringes of the dump.

As heartening as the cash-from-trash bargain is the transformation of the 50-acre dumping ground, more than twice the size of the Oval Maidan, from a stinking mountain of garbage into a contoured, landscaped hill. The initial plan for a golf course here seems too optimistic but it can surely serve as a public park after three to fours years by which time the settlement underneath will be complete.

Garbage was being dumped at this plot adjoining the Gorai creek since 1972. Thirty-five years later when the dump was closed in December 2007, it was receiving 2,200 tonnes of refuse a day and the 2.3 million tonnes of accumulated waste had stacked up to 32 metres, as high as an 11-storey building.

By this time, the urban sprawl had reached the edges of the dump and pressure from local residents in the form of agitations and law suits played its part in expediting its closure.

The municipal corporation had signed an Emission Reduction Purchase Agreement with the ADB, wherein the three lakh Certified Emission Reductions (CERs) generated at the Gorai dump would be sold to it.

The contractors, United Phosphorus Ltd (UPL) and their joint-venture partners, Vanderwiel Strotgas BV, basically flattened the top of the garbage mound and created gentler slopes after which it was sealed in three layers of dense plastic at varying depths. The plastic sheets prevent the seepage of rainwater and the formation of leachate, a cocktail of highly toxic compounds.

MOON

For now, neither Isro nor Nasa is speaking about the discovery. An announcement is expected at a media interaction scheduled for Thursday at the Nasa headquarters in Washington DC featuring well-known lunar scientist Carle Pieters from Brown University. She is the principal investigator for M3. Efforts by TOI to call Pieters failed.

A spokesman for Brown University also declined comment, saying there was an embargo. "It will be a major announcement of a major discovery and is something great for Chandrayaan. It will mark a major leap for India’s space programme," he said.

An Isro official at Sriharikota also confirmed that a major announcement was expected on Thursday. ‘‘I too have heard something to that effect. Nothing more,’’ he said.

If the discovery of water proves true, then it could trigger another round of Moon missions, and start serious hunt for life in outer space. India has not ruled out the possibility of a manned lunar flight.

Growth In India

According to the research body, the Indian IT services market is expected to grow from $4.1 billion in 2007 to $8.1 billion in 2011, recording a CAGR of 18.6%.

The study said that 65% of the IT decision makers in Indian enterprises expect an increase in their investment in IT outsourcing by their company in the next two years, with 29% expecting investment to remain constant.

Saha said many of the Indian companies will not be able to cut down on costs with their internal IT teams and would be looking at outsourcing for budgetary controls.

Tough Year

The headcount at India's largest software exporter TCS went down for the first time in the first quarter ended June 30, as the company put a near-freeze on hiring. It reported a net addition decline (in headcount) of 2,119.

Ajoy Mukherjee, Vice-President, Head (Global Human Resources), said Our attrition level has remained similar to what it was in the previous sequential quarter. However, since we have controlled gross additions, the overall headcount has come down.

The Tata group company reported total employee strength of 141,642 during its first quarter earnings of fiscal 2009-10.

Foreign nationals formed 8.3 per cent of the total employee base and 30 per cent were women. The attrition rate in Q1 was 11.5 per cent. At the end of FY2008-09, TCS had 143,761 employees on its rolls, after an addition of 13,418 employees during the fourth quarter (Q4) ending March 2009.

This year company hopes to add a net employee count of 16,000-17,000. This is about half of the total number it hired during the previous year.

SriLanka Win

Kulasekara picked up two wickets in the space of four deliveries after Thusara opened the floodgates sending back Jesse Ryder for a duck in his first over.

Malinga then picked up four wickets for just 28 runs runs as Sri Lanka came back from the dead to win the first match of the Compaq Cup tri-series at the Premadasa by 97 runs after they put on just 216 for the loss of seven wickets batting first.

Comeback man Shane Bond celebrated his return to One-Day Internationals after a gap of more than two years in style. He bowled with tremendous accuracy, speed and the effectiveness which he was known for before his ICL days.

Thilan Samarweera propped up the Lankan innings with his maiden One-day hundred after they were tottering at 38/4 at one stage.

Security

According to the end-user survey on Security Spending in India by Gartner, about 30 per cent of firms surveyed expect their enterprises' IT security budget would decrease in 2009.

"To some extent Indian companies may compromise on their IT security this year, as due to the downturn over 30 per cent respondents said they are likely to cut down on their budget for the same and many of them have deferred their IT security projects for 2009," Gartner analyst Matthew Cheung said.

However, the situation may be improving as one-third of respondents expect their security budget to increase in 2010 compared to 2009.

"For 2010, 36 per cent respondents said they will hike their IT security budgets compared to 2009," Cheung added. The Indian IT security market had a size of $120 million in 2008.

"For 2010, we forecast growth will be much faster than this year and would be over 20 per cent," he added.

The study, which surveyed about 50 Indian firms across various sectors, found hardware and software were two biggest security spending areas for them.

Security spendings are on five key areas -- hardware, software, personnel, outsourcing and consulting services.
